2. Kernel point release stabilization

The council approved the following with a unanimous vote.
If kernel version x.y is already stable using the usual stabilization process,
the kernel team can auto-stabilize any x.y.z version at their descression.

The council agreed that we can drop ourselves from bug #565566 [1].
