sys-apps/policycoreutils: drop obsolete deps
There are no references to ipy, libcap, libcgroup, inotify, or dbus
in the code. This drops the unused dbus USE flag.
Also add python3_9
Package-Manager: Portage-3.0.9, Repoman-3.0.2
