There is breakage presently affecting the master rsync source that distributes
to all other mirrors.
Users will not be able to get new updates from `rsync://rsync.gentoo.org/` or
community mirrors until it's resolved: content from mirrors will be stale.
Resolution is pending on sponsor ticket and then fixing the underlying issue
(glibc breakage).
