Updated HOMEPAGE. Modified patches to use DTDDECL instead of SGMLDECL.
Using SGMLDECL in a multi-catalog setup like ours is very problematic
since the first of those entries take precedence regardless of the type of
document being processed. Current tools (opensp) can handle DTDDECL, which
is a much better solution. Rev-bumped all SLOTs to propagate changes.
