2.2_rc4 bump. This fixes bugs #206773 (ionice config via make.conf),
make.conf ending without newline), #232924 (list package sets when given
an invalid set argument), #233077 (new QA check to verify that LDFLAGS is
respected), and #233137 (AttributeError when unmerging a set). Bug #210077
tracks all bugs fixed since 2.1.5.x. This version adds support for a new
EAPI="2_pre0" value that can be used in ebuilds when testing new features
such as USE dependencies. This is an experimental EAPI that will not be
supported after the final EAPI 2 is defined. For more information about
experimental EAPI features, refer to the "Ebuild" chapter of the html
documentation that is installed with portage when USE=doc is enabled.
