And also fix ar problem.
Autoreconf requires rewriting configure.ac and also clobbers over
handwritten library version check. Patching configure is better in
this case

Older version with :0= seems to work with both 3 and 4, and the already
present binding operator will take care of rebuilds so leaving it alone.

As previously proposed [1, 2], this makes io-uring a global use flag.
This commit is based on the patch of Filip Kobierski [3]. However, I was
unable to "git am" the patch and hence had to re-create it.

The rust eclass has been updated to directly inject a required
MULTILIB_USEDEP when requested.
RUST_USEDEP has been renamed to RUST_REQUIRED_USE to be consistent
with other eclasses.
llvm-r1 should be imported after cargo and the eclass now enables this.
