Remove year-old SELinux policy packages. Currently stick with the last
stable one from the 2014 series, we can clean that up when there is an
2016 release made (upstream is currently still at the 20151203).

The SELinux policy modules can be built on arm, arm64 and mips as well.
Recently its support was added to the selinux-base ebuilds, but the other
module packages were forgotten.

The -9999 ebuilds do not have a set KEYWORDS, but the same ebuilds are used
when creating a new release. For this purpose, the -9999 ebuilds have a
conditional code like the following:
if [[ ${PV} != 9999* ]] ; then
KEYWORDS="~amd64 ~x86"
fi
In this commit, we update that part to include ~arm, ~arm64 and ~mips.

The sec-policy/selinux-base-policy package builds the base SELinux policy
modules for a system, and requires the interface files for it that are
provided by the sec-policy/selinux-base package. As such, we need a DEPEND
on this rather than an RDEPEND.

The purpose of selinux-base is to provide the interface files and base module
(but does not necessarily require it to load). Historically, the package was
the full base policy, but since 2012 this was moved to the selinux-base-policy
package.
A blocker was put in place to ensure proper transitioning.
As we no longer have these policies in our repository, remove this old
blocker.

Replace all uses of herd with appropriate project maintainers, or no
maintainers in case of herds requested to be disbanded.

Force unified quoting in all metadata.xml files since lxml does not
preserve original use of single and double quotes. Ensuring unified
quoting before the process allows distinguishing the GLEP 67-related
metadata.xml changes from unrelated quoting changes.

This commit represents a new era for Gentoo:
Storing the gentoo-x86 tree in Git, as converted from CVS.
This commit is the start of the NEW history.
Any historical data is intended to be grafted onto this point.
Creation process:
1. Take final CVS checkout snapshot
2. Remove ALL ChangeLog* files
3. Transform all Manifests to thin
4. Remove empty Manifests
5. Convert all stale $Header$/$Id$ CVS keywords to non-expanded Git $Id$
5.1. Do not touch files with -kb/-ko keyword flags.
