In keeping with history and what sys-process/cronbase tries to accomplish,
acct-user/cron should be setting ACCT_USER_HOME_OWNER="root:cron" and
ACCT_USER_HOME_PERMS="0750".
Because acct-user/cron is often merged before sys-process/cronbase(as it is
in RDEPEND) and its keepdir with owner/group, the end result is that
incorrect permissions can be set on directory creation.

everything to ensure that binpkgs get regenerated.

The ACCT_HOME_USER should have been ACCT_USER_HOME most probably,
because pre-GLEP 81 ebuild used
enewuser ${PN} -1 -1 /etc/${PN} ${PN}
However, no one complained about the default /dev/null home in last few
years. I don't see any signs indicating why /etc/havp should be used.
Therefore, it seems appropriate to remove the unused variable
ACCT_HOME_USER.

Sets homedir for the 'deluge' user to '/var/lib/deluge'
which is the default working directory for both deluged and
deluge-web when started with openrc. This change makes the openrc
scripts work out-of-the-box after emerging deluge.
Previously users were required to manually create and set
permissions for this directory and/or edit configs for deluged and
deluge-web for them to be startable via openrc. Since the deluge
user also writes logs to this directory by default, this solution
is not always apparent to users.
