The build logic generates a timestamp from the info pages, but does so
with a timezone aware function, and then truncates it to granularity of
days. If your TZ happens to wrap the timezone over to a diff day, then
the build logic updates some files and runs makeinfo.
Clobber the info timestamp so it's newer than the sources and the TZ
state doesn't work.

Three sets of fixes here, mostly from upstream:
- speed up libtool/libtoolize #542252
- update some set of flags accepted at link time #573744
- make $SED look up use $PATH at runtime #574550

With the migration to man-db, the man2html tool is no longer available
as it was included with the canonical man package. Create a dedicated
package for this tool since some people want it w/man-db.

opengl USE can now do something else, but enabling GLX.
opengl USE now also controls OpenGL support in libmpv.

Enable xv USE by default, since we enable X USE by default.
xv output is much better than x11 one.

Newer versions of ghostscript refer to the zlib.h header file directly in
the makefiles. Since we point it to a bogus place, that fails. Change it
to an empty value since checking it for deps is pointless for our builds.
